ALMANOR, Plumas County — October 28, 2026. A countywide change is affecting homeowners, contractors and property managers in the Almanor area. The Plumas County Building Department announced that, effective Monday, October 26, it is transitioning to Cloudpermit, an online platform for building-permit applications and inspection requests.

What can you do with the new system?

The county says users can begin and save a permit application, check its status, receive email updates and request inspections through the service. Rather than travel to an office to ask about a pending application, a person with an account can check the online record. This does not eliminate the need for permit review, inspections or applicable zoning and fire-safety rules.

How to create an account and apply

  1. Open the county’s official Building Permits & Inspections page and follow its Cloudpermit link.
  2. Create an account using an email address. The county says the registration email is valid for 24 hours.
  3. Sign in, choose Apply for a Permit, create a project name and locate the property using the address or property search.
  4. Select the relevant application category, review the details and submit the information requested by the Building Department.

For example, homeowners considering additions, roof work, decks, new mechanical systems or other construction should check whether a permit is required before beginning. The county’s examples include sheds, demolitions, electrical work, sewer replacements and roof projects; specific requirements vary.

How much notice do inspections need?

Plumas County says inspection requests need 24 hours’ notice. For permit and inspection questions, the Building Department lists (530) 283-7011. Its posted public office hours are Monday–Friday, 8 a.m.–5 p.m., excluding county holidays.

The county also lists after-hours document drop boxes in Chester and Quincy; the Chester box is collected only when an inspector is in the area and has been notified. Applicants should not treat a physical drop box as proof that an online permit is automatically approved.

Why this matters for Almanor

People who own vacation homes, full-time residences or businesses around Lake Almanor may need building permits without being close to the county seat in Quincy. Electronic tracking can reduce unnecessary travel, though applicants still need correct site information and timely responses to plan-review requests. This is a county service change applying to eligible properties in the area, not a new requirement invented specifically for Almanor.
